NOT4IOM disappointed as Tynwald committee finds Petition for Redress ‘not in order’

We are disappointed by the Tynwald Standing Orders Committee's finding that NOT4IOM's Petition for Redress is not in order. This means it cannot now be taken up by any Member of Tynwald.

However, this decision does not affect our public petition, which is separate from the Petition for Redress and remains open, with over 10,000 Manx residents having already signed it.

The Standing Orders Committee's report is clear that a finding that a petition is ‘not in order’ does not mean the Committee disagrees with it. However, the ruling confirms something every voter should understand: the Manx public now has no parliamentary route through which to raise concerns about Mooir Vannin.

Every parliamentary door to scrutinise Mooir Vannin is closed until after the Council of Ministers has decided the application.

Members of Tynwald cannot ask questions about the application itself while it is live, following the change to the sub judice rule in July 2025.

Meanwhile, our Petition for Redress has been ruled ‘not in order’ on two grounds:

• Our request to pause the process concerns a matter that could be decided by a court.
• Tynwald already declined, in May 2026, to require its own approval for agreements like the Ørsted Agreement for Lease, and the Standing Orders Committee held that this kind of question cannot be petitioned again.

The NOT4IOM public petition is now even more vital to ensuring the voice of the Manx public is heard.

The independent examination is the sole remaining formal channel within the statutory process for collective public representation before the Council of Ministers determines the application.

We will place the number (not personal details) of signatories to the public petition before the Examining Body at Deadline 7 of the examination, on 17 August.

And we will keep the public petition open right up to the date of the COMIN determination, which is likely to be December 2026 or early in 2027.
